In order to fully implement the spirit of the 20th national congress of the communist party of China, deeply study and implement JinPing Xi’s important instructions on safety production and fire safety, conscientiously implement the decisions and deployments of the party central committee and the state council on safety production work, on November 6th, the 12th group of the state council’s safety production and fire work assessment, the inspection team visited Hanas LNG plant comprehensively utilizing on-site inspections, consulting materials, listening to reports conduct assessment and inspection of the plant’s safety production and fire protection work in 2023 by individual conversations, visits, and inquiries. Mingli Yang, deputy director of the emergency management department of autonomous region, Zhanliang Liu, director of the rescue coordination and plan management department of the emergency management department of autonomous region, Liang Gao, deputy director of the people’s government office in Yinchuan, Shengzhi Cao, deputy director of the emergency management bureau in Yinchuan, and Binghai Lei, deputy director of the management committee of the economic and technological development zone in Yinchuan accompanied the inspection.
The assessment and inspection team went deep into the plant’s production line and conducted on-site inspections of the production unit area, LNG storage tank area, refrigerant tank area, terminal area, fire pump room, micro fire station, and maintenance room. They had a detailed understanding of process equipment, production operation, safety production, and fire facility management, carefully identified potential problems and hazards on site. The inspection team randomly inspected personnel in key positions, special operations personnel, and special equipment operators, requiring them to demonstrate the use of protective equipment on site and inquire about the emergency measures they should take in case of emergencies.
The assessment and inspection team carefully reviewed the plant’s safety production and fire protection work report materials, detailed inspections and inquiries were conducted on such as, the arrangement, deployment, organization and implementation of the 2023 action plan for the special investigation and rectification of major accident hazards in the plant, the implementation and performance about the legal responsibilities of the main responsible persons from enterprise, the implementation of the “Five leading” key tasks, the implementation of safety production responsibilities for all staffs, the implementation of grassroots and peripheral work, safety production regulations and systems, the construction of safety production standardization, the digital construction and application of a dual prevention mechanism for risk grading control, hidden danger investigation and governance, the implementation of safety education and training, the implementation of emergency response plan system and emergency rescue drills, fire safety work, the construction of intelligent terminal loading management system, joint law enforcement inspections by government regulatory departments at all levels, also the investigation and governance of safety and fire hazards and so on, comprehensive and objective inspection of the effectiveness about safety production and fire protection work.
Finally, the assessment and inspection team provided feedback on the results of this assessment and inspection, affirming the effectiveness of the safety production and fire protection work in our plant. They believed that the plant had standardized management and complete documentation. At the same time, they objectively pointed out the problems on site and put forward opinions and suggestions, which has strong guiding significance for the plant continue to do well in safety production and fire protection work in the future. The plant leaders attach great importance to the feedback issues from the assessment and inspection team, immediately organize relevant responsible persons to make changes in accordance with the “Five fixed” principle. The rectification work of potential problems and hazards should be carried out in a practical manner, ensuring that responsibilities are not fulfilled, problems are not resolved, and rectification is not in place, make sure that all potential problems and hazards are eliminated and cleared, also closed-loop management is carried out.
Hanas LNG plant will take the opportunity of this state council assessment and inspection to strictly, practically, and meticulously carry out safety production and fire protection work.
